The ICRC responds to humanitarian needs worldwide through its network of delegations and as part of the wider International Red Cross and Red Crescent Movement.
Established in 1863, its mandate stems essentially from the Geneva Conventions of 1949. It is based in Geneva, Switzerland, and employs over 13,000 people in more than 90 countries. In 2026, 204 million people live in areas controlled or contested by armed groups.
74 million people are under full control and 130 million in contested areas. Around 2/3 of people affected by conflict live in crises that last for years, while around 75% of current armed conflicts have persisted for 10+ years, often with declining media attention and funding.
Across contexts such as Israel and the occupied territories (ILOT), Sudan, Ukraine and
Yemen, we will continue engaging with all parties to remind them about their obligations under International Humanitarian Law. We facilitate safe transfers, family reunification, the evacuation of wounded people and the dignified return of the deceased.
This approach defines the ICRC’s protection mandate. Because we are neutral, impartial and independent, we can maintain dialogue with all sides to a conflict and reach people in hard-to-reach areas, including those affected by crises that receive little global attention.
